A 4000px photo displayed at 800px still costs bandwidth if you ship the full file. Resize to the largest size you actually show (with a little margin for retina if needed).
Quality is a tradeoff
JPEG quality around the mid range often looks fine for blogs and product grids while cutting file size sharply. Screenshots with text may prefer PNG or a higher quality setting.
